After I watched and listened to this video,I can conclude there was a missunderstanding conversation in the phone between Josh Bush and Condollenze Rice.There is :

Hu Jintao the Leader of China  = who
Yasser Arafat The Former President of PLA = Yes,Sir

Kofi Annan The Secretary General of United Nation = Coffe

Condolezza Rice The Secretary of State,USA  = Rice

That thing happened because of there are similiar voice that you speak,but there are different meaning if you catch it or spell it carefully.So,I can conclude that We want to speak,we have to speak clearly with great Spell and good intonation so the listener can catch the meaning more accurate.
